Misconduct Prevention & Reporting

The Northeastern Pennsylvania Synod is committed to fostering communities of safety, respect, and trust. Misconduct of any kind, whether sexual, financial, pastoral, or ethical, is contrary to the mission of the church and will not be tolerated. We take all reports of misconduct seriously and respond with care, transparency, and accountability.

Sexual Misconduct Policy

Our synod has adopted a Policy on Sexual Misconduct of Rostered Ministers. This policy outlines how concerns can be reported, the process the synod follows, and the resources available for care and support.

Reporting Child Abuse

In Pennsylvania, anyone who suspects that a child is being abused or neglected is encouraged to make a report, and certain professionals—including clergy, staff, and volunteers who work with children—are legally required to do so as mandated reporters. If you suspect abuse, call ChildLine at 1-800-932-0313 immediately, or file a report online through the state’s Child Welfare Portal. Mandated reporters must also submit a written or electronic report within 48 hours. All reports made in good faith are protected by law, and your action could help protect a child from harm. How to Report Misconduct

The Synod is committed to making it as easy as possible to report misconduct. To support this, several reporting options are available:

Reports may be made by anyone, including a victim, family member, or witness, and can be made verbally or in writing. Confidentiality will be respected to the fullest extent possible.

 

A complaint regarding the bishop should be made directly to the Office of the Presiding Bishop of the ELCA.

Beyond Sexual Misconduct

While our written policy focuses on sexual misconduct, the synod also responds to other types of misconduct, including financial impropriety, boundary violations, or abuse of pastoral authority. These concerns are likewise addressed through the Office of the Bishop and, when necessary, through the ELCA’s disciplinary procedures (Constitution Chapter 20).
